1. If they never ask for forgiveness then I can never forgive them?
2. How do I move on, from some that don't ask for forgiveness, if I don't forgive them?

Galatians 5:19-24
[19] Now the works of the flesh are evident: sexual immorality, impurity, sensuality, [20] idolatry, sorcery, enmity, strife, jealousy, fits of anger, rivalries, dissensions, divisions, [21] envy, drunkenness, orgies, and things like these. I warn you, as I warned you before, that those who do such things will not inherit the kingdom of God. [22] But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, [23] gentleness, self-control; against such things there is no law. [24] And those who belong to Christ Jesus have crucified the flesh with its passions and desires.

I have a family member that treats her baby daddy and her kids mean and she says this is due to how her father treated her. Well I told her it's unfair to take out how your father treated you on your kids and your boyfriend. So I advised her to forgive him so that she can move on and not take out her daddy issues on them. She did say he needs to apologize to me and I stated what if he dies tonight and never apologizes then you're stuck taking out your daddy issues on your kids and the man that's trying to be with you. My thought was I'm not seeking change in her daddy I'm seeking change in her. There are some people that offend you that you can just walk away from and never see them again. But there's some that offend you that are in your face on a daily basis and choose not to forgive but you still have to work with and live with. I'mma have to do some more research on this.
Matthew 5:23-26
[23] So if you are offering your gift at the altar and there remember that your brother has something against you, [24] leave your gift there before the altar and go. First be reconciled to your brother, and then come and offer your gift. [25] Come to terms quickly with your accuser while you are going with him to court, lest your accuser hand you over to the judge, and the judge to the guard, and you be put in prison. [26] Truly, I say to you, you will never get out until you have paid the last penny.

Matthew 6:14-15
[14] For if you forgive others their trespasses, your heavenly Father will also forgive you, [15] but if you do not forgive others their trespasses, neither will your Father forgive your trespasses.

Because if you never deal with the problem; it will come back worse!
Matthew 12:[43] "When the unclean spirit has gone out of a person, it passes through waterless places seeking rest, but finds none. [44] Then it says, ‘I will return to my house from which I came.' And when it comes, it finds the house empty, swept, and put in order. [45] Then it goes and brings with it seven other spirits more evil than itself, and they enter and dwell there, and the last state of that person is worse than the first. So also will it be with this evil generation."
What is the key problem?
The person never had the Holy Spirit! If the person was a true follower of Christ; they never would have been demon possessed! If after the exorcism they never trust Christ; it makes it that much easier to be repossessed because the initial problem was never repaired.
Just like unrepentant people. If they are never led to repent; they will come back 10x worst!

1 John 1:5-10
[5] This is the message we have heard from him and proclaim to you, that God is light, and in him is no darkness at all. [6] If we say we have fellowship with him while we walk in darkness, we lie and do not practice the truth. [7] But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus his Son cleanses us from all sin. [8] If we say we have no sin, we deceive ourselves, and the truth is not in us. [9] If we confess our sins, he is faithful and just to forgive us our sins and to cleanse us from all unrighteousness.
