So these two eps are kind of sad because they're mostly dealing with Luffy havng a complete mental breakdown due to Ace's death, and the threat caused by the power vaccuum now that Whitebeard is dead. Pirates are out here just continuing to cause mayhem which seems to come as a surprise to the average person, and Boa Hancock is keeping Luffy safe at Maiden Island.
