"EV Tax Credit Refund Ability Question: Page 381-382. It appears that the person who buys the car transfers the credit to the dealer, who receives an advanced payment, which is treated as refundable for tax purposes. Why they did that i have no idea."

10) I searched the doc and did not find a reference to the tax credit being refundable - which is dumb. That was one of the most important previously proposed changes to make the credit more relevant to more modest households.
