SPEARFISH— Nearly sixty years ago, down in Oelrichs, Wayne Morgan married his high school sweetheart, Sandy Swallow. Like a good many West River cowboys, Wayne knew ranching and farming, but the 1980’s Farm Crisis cost him his operation, and he felt lost: “I didn’t know what I was going to do.” So, Wayne went to work for the Farm Service Administration (FSA), and because he was married to an enrolled member of the Oglala Sioux Tribe (OST), Wayne was the ideal guy to serve as the FSA liaison to the nine federally recognized tribes in his service area.
