How Do We Know When to Set a Boundary?

In response to Janet's article “When Your Child Seems Stuck Seeking Negative Attention,” a parent says her daughter will whine and cry while making "reasonable" requests for snuggles and food and play, but when she obliges, her daughter often then refuses those things.
