We are seeing lawsuits against power companies, where is the one against the USFS for letting this fire burn? Live at our new time - 5 pm it's the Boze Noze Show with your host Jay Bozievich Pressure from environmental groups like Oregon Wild has caused the US Forest Service to allow “natural caused” fires to burn instead of doing aggressive initial attack to put them out when small. The Cedar Creek fire is a perfect example and now over two months it has caused havoc for the people living near and far as today school districts and Kidsports athletic events are being cancelled in Eugene and Veneta due to hazardous air quality from Cedar Creek fire smoke. Chandra LeGue, Senior Conservation Advocate for Oregon Wild, is endorsing Dawn Lesley for the West Lane Commissioners seat. She has also contributed to Dawn’s campaign. Dawn will support the “let it burn” philosophy that led to evacuations, loss of business, cancellations and health issues from the Cedar Creek fire that started in ONE TREE. A weekend of power shut offs and evacuations that could all have been avoided if only the US Forest Service put out the single tree fire that became the Cedar Creek Fire. I am really angry about this as it is just the latest example in a string of large fires that could have been stopped early, some that took lives and homes. Tax increases and stadiums were on our agenda again this week. More votes have been counted in the recall of Claire Syrett and the yes to recall side has expanded their lead. It seems EmX for River Road is pretty unpopular. BTW, Claire Syrett contributed to Dawn Lesley's campaign for Commissioner and Dawn contributed to Claire. When it comes to EmX, Dawn=Claire. It appears that Eugene City Councilor Claire Syrett has been recalled by the voters of her ward over her support for the "Moving Ahead" program that would take lanes away from River Road for an EmX bus route. Dawn Lesley has spoken in support of Moving Ahead in the past and wants to represent Santa Clara on the County Commission. This is a pretty big thing as recalls are rarely successful. The voters are not happy about EmX on River Road. The Board will also be considering raising the Transient Room Tax paid by hotels and other lodging to support a multi-use stadium at the fairgrounds that would be home for the Eugene Ems baseball team. What are your thoughts on using a lodging tax for a stadium? It is also high fire season again as we get ready to acknowledge the second anniversary of the Holiday Farm Fire. I want to explain what federal law says about accepting FEMA funds that is why the lawsuit over liability for causing the fire. Meanwhile California is mandating electric vehicles and just a couple of days later asking folks not to charge them during certain times of the day due to power shortages... The Board took the biggest step so far towards a possible multi-use stadium facility that could be the new home for the Eugene Ems at the fairgrounds. We directed staff to prepare the ordinances needed to increase our transient room tax (TRT) and the car rental tax (CRT) as a mechanism for financing the project. We will have to hold a public hearing on the increases in September but we are hoping to finance the stadium without using local property taxes. TRT and CRT are generally paid by tourist and visitors to Lane County not residents. Still more check points before it is a done deal like getting a design/build team on board and getting final costing, etc. We also will be studying a multi-use indoor facility that could be used for indoor track and other indoor sports tournaments. In the meantime, we asked LTD to come present to the Board about Moving Ahead. That should be an interesting conversation. I also am working on getting a public meeting set-up in Veneta for ODOT to talk about the proposed Hwy 126 project from Eugene to Veneta and other safety issues. We still are short prosecutors in the DA's office but you can vote yourself higher taxes for parks in November! There is also the Orwellian named Inflation Reduction Act that will not reduce inflation and student loan relief for rich people that the poor will pay for in higher grocery prices. LIVE TODAY @ 4:00 pm Pacific, It's the Boze Noze Show! New taxes for Lane County will be on the ballot in November. No, not to hire more deputy DA's so we prosecute all felonies. This tax will go to repair and upgrade parks. Once again I was the lone vote against this as I feel we are letting our State legislators and Congress critters off the hook for their lack of support and asking locals to make up the difference for a non-critical function. If I am going to ask senior citizens to increase their property taxes then it is going to be to support a critical function that is a life safety issue like keeping criminals off the street. We also heard one of the best reports on our homeless efforts since I have been a Commissioner. A very clear road map of the current system and how we are working to improve it as well as a report on the outcomes from existing programs. It was interesting that a program that included navigation (case management) had a 69% success rate in clients exiting to permanent housing where a "safe sleeps" program only had a 7% exit to housing rate. Now we need to under the cost of these programs per client served to determine where we should be investing. Even if the first program mentioned is three times more expensive per client we would move 3 times more people into permanent housing for the same amount of your tax dollars. I want people to understand how the is really due to the failures of the state legislature and congress to adequately fund the counties in Oregon for the services they perform on their behalf. Our progressive majority is blatantly trying to lock in appointed positions beyond the first of the year knowing they are about to lose the majority. The board was updated on our affordable housing plan which is leaning to heavily on government built housing. I believe government housing is NOT affordable housing. Government housing is subsidized housing. Next week we are holding a public hearing to get input from the public about placing a new property tax for parks on the ballot in November. The City of Springfield is going to challenge the state on new land use laws being implemented by executive order rather than legislated. A disturbing trend both in Washington DC and Salem is to ignore the separation of powers and just do things from the executive office. Unfortunately with Oregon's system of appointing judges, our state judiciary, which should correct this, is beholding to the the current Governor for their jobs. I am attending the grand opening of our new Parole and Probation facilities at Roosevelt and 99 today, it is sad that if we can't convince the legislature to take action we may be laying off or leaving positions unfilled in this division. The Worlds wrapped up with great showing by Team USA but a pathetic showing in attendance. The Lane County Fair also wrapped up but not without some controversy also. Why do heat waves make so much news today versus the ones I remember from the mid 1990's that were hitting 105 not this weeks 100? The World's are here and after telling us for weeks to avoid downtown due to expected traffic and that there may be long waits in restaurants due to lack of staff to handle the extra business, now they are telling folks to come eat in town because the restaurants are not busy. I also warned the Board about asking voters to increase their taxes for parks before we ask them to continue paying higher property taxes for public safety. As the rest of the Board pushed ahead with the Parks Levy we received notice from our District Attorney that she has lost senior staff to Oregon DOJ and has had no applications for several openings. The result may be going back to "no files" on some felonies due to lack of prosecution resources. The Board also is supporting EV's despite our crumbling electric grid and the carbon footprint of battery production. They also continued the process of letting Homes for Good move to little elected official direct oversight despite $58 million annual public revenues being spent. We got word that the arbitrage bonding I voted against sold at 4.43%, gambling $286 million of your tax dollars that we can beat that interest rate by investing the money in the PERS fund with the state. Oh, and "Kalapuya County" is being proposed again for Lane County...imagine just how many signs, vehicles and uniforms we would have to change. I do know that Independence Day came and went without the City of Eugene granting me the right to vote in their elections even though they are taxing my paychecks. Speaking of rights, is anyone else at all bothered by the concept of placing equity above equality? I seem to be the only Board member concerned about it. We continue to move slowly towards making a decision on a multi-use facility at the fairgrounds that would also be home to the Ems. While I was gone the Board adopted our budget and continued towards a possible property tax levy to support county parks. I seem to be the only person concerned about asking for higher taxes in November knowing we have to renew the public safety levy in May of 2023. Lane County is going to spend $28 million over the next year on homeless initiatives and at least we seem to be holding steady with some of the numbers. We are going to hold a panel discussion open to the public on our proposal for a 42-bed stabilization center for those experiencing a mental health crisis. Gas prices set a record every day for the last week. Masking was brought back "voluntarily' last week only to have the COVID case numbers fall since then. Some good news, no Board meeting this week so you are safe from any new county laws, the City of Eugene and Oregon 2022 decided to maintain access to our facilities on MLK Blvd during the marathons and run walks, and I celebrated 40-years of marriage since the last show. But I want to talk about our criminal justice system and a crisis quietly brewing in Oregon. Most people aren't aware of the work our parole officers do and how we work as a system in Lane and other counties to divert people from prison saving millions in public money every year. Unfortunately, COVID shut downs, staffing and funding issues are combining to bring this system into crisis and most Oregonians aren't completely unaware. The results will make us less safe, waste human potential and cost us more in the long run. I hope by bringing this more public we can influence the legislature to prevent the coming crisis. Sexually transmitted infection are rising in Lane County. We continue to explore a multi-use stadium facility at the Fairgounds with the Em's as an anchor tenant. Our patrol deputies are getting body cams. The contract to run the 75 bed homeless shelter and navigation center was approved. The Board approved gambling your tax dollars on the market using arbitrage over my objection. And the folks with the Oregon 22 World games want the County to front $300,000 to build a temporary gravel access road to our Serbu campus on MLK Blvd because they want to have the marathon and other races start and finish in front of Autzen stadium. OR 22 received $40 million in support from the legislature and an individual day pass ticket can cost $1,000. Not to mention what the networks are paying for broadcast rights. Why should their desire to close a road down cause taxpayers in Florence or Oakridge to foot the bill to provide access to facilities that serve the most vulnerable in our community and operate 24/7? This was one of the worst election rules in Oregon on top of many others that will cause more people to doubt the integrity of the election process and ultimately the results. Speaking of results, it is looking like we will see a new board majority here in Lane County next year. It seems like people are finally waking up to what LTD and the City of Eugene are planning under the "Moving Ahead" project at the same time activist are starting a drumbeat to stop the widening of Beltline over the Willamette River and Hwy 126 between Eugene and Veneta, all because "cars bad!" After years of bad-mouthing and trying to limit short-term rentals, they are asking folks to please open their homes for the World Track championships due to the shortage of hotels. Joe Berney in his re-election attempt is showing his lack of integrity and character. Lying outright about his vote in favor of raising commissioner's pay that is already more than $95,000/year. Spreading undocumented rumors about David. Meanwhile not addressing how he was paid over $80,000 by Lane County as a consultant a few years back and delivered nothing according to an audit made public recently. Heather Buch is also out there claiming she is the queen of housing and helping fire victims when she knowingly voted for new zoning code that made it harder for fire victims and others to build dwellings. She waited 7 months to waive permit fees when other counties took less than 7 weeks to do the same. She also delayed implementation of HB 2289 that made it easier for fire victims to rebuild. Meanwhile, Dawn Lesley lost her leadership position on the budget committee due in part to her lying about voting as a budget committee member in favor of the same pay raise Joe is lying about. Don't get me started about Heather and Joe's paid political consultant drawing redistricting maps or using closed door meetings to decide on vaccine mandates for our employees. Heather Buch, Joe Berney and Laurie Trieger all refused to support my efforts to make it easier to build a home. The week before they refused to support my efforts to allow people in F-2 lands to rebuild their homes after it burned down. Heather Buch is running TV ads claiming she is all about housing, really? This is the same person who voted for new floodplain regulations that restrict the ability to build homes. The new Ministry of Truth (Disinformation Governance Board) being formed should bring visions of Orwellian dystopia where history and news are re-written and questioning the revisions is a crime. We also got an update on the Holiday Farm fire recovery and we are still behind other counties in issuing permits and the number of homes destroyed has gone up due to better survey work. The Board also expanded the use of the Community Benefits bidding program against my wishes. This program is costing taxpayers more for our construction projects that could be used for other purposes like law enforcement. The legislature wants legal working residents to foot the bill for lawyers for illegal aliens charged with felonies to help keep them from being deported. Gas prices are going up and Pacific Power just put in for an almost 10% rate increase while the local greenies are pushing to ban natural gas. After voting to recommend pay increases for the Commissioners, both Dawn Lesley and Joe Berney deny supporting pay increases for Commissioners. The purpose of the program is to assist low-income Oregonians to live in dignity by providing monthly payments of $750, using a special debit card, to adults participating in the program. (5) Payments from the Oregon Freedom Pilot Program do not count as income for any state-funded need-based benefits or assistance. News services are saying that "The money collected would be given out to low-income pregnant women and adults who have aged out of the foster youth program." this if false and according to HB 4079 does not mention pregnant women. "Relating to programs to aid low-income adults" "The $750 would come on a debit card and there are no restrictions on what that money can be spent on." UPDATE: 02/08/2022 Great news from Salem today. HB 4079, Oregon's first sales tax, will not move forward and is effectively dead. This will make it so we can have one more deputy on duty for a total of four to cover a county of over 4,000 square miles. the Board also talked about funding for parks and is eyeing a property tax levy. I am more concerned about renewing the Jail Levy and having a deeper discussion of what we want to ask the taxpayers to fund rather than push for sustained yield harvest of the O&C lands. OHA is moving ahead with a permanent mask mandate for school kids despite all public testimony going against the rule and scientific evidence that masking kids is ineffective, unsafe, and doing long-term emotional harm. Meanwhile, the legislature is back in session and is looking to make it illegal for a cop to stop someone for a broken tail light.
